Municipal Election Commission Training & Certification

The State Election Commission (SEC) provides training to municipal clerks and election commissioners as required under S.C. Code of Laws §5-15-90:

"(B)(1) Each municipal election commissioner and each staff person designated by the commission, shall complete, within eighteen months after a commissioner's initial appointment or his reappointment after a break in service, or within eighteen months after a staff person's initial employment or reemployment following a break in service..."

Certification is granted upon the completion of three courses:

  • Duties of the Municipal Election Commission (online)
  • Online Poll Manager Training (online)
  • Protest Hearings (in person)

To sign up for online classes: Clerks should contact the SEC to be provided with a user name and password for all participants in the municipality.  There is no charge for online courses.

To sign up for in-person Protest Hearings classes: Download the registration form below, complete the form, and return it to the SEC by email, fax, or mail.  The course fee is $25.  Advance payment is appreciated.

The SEC will announce upcoming Protest Hearings Classes through the Municipal Association's weekly email blast.  The clerk may also contact the State Election Commission directly.

Locations: In-person classes are usually held in Columbia at the State Election Commission's office.

Class capacity: Class size is determined by the class instructor and size of the training facility. If classes are full, additional enrollees will be placed on a waiting list and notified when space is available.

Minimum class size is 10 participants. If a class does not meet the minimum requirements two weeks prior to its scheduled date, the class will be canceled. All enrollees will be notified by phone or email.

Confirmation:  Confirmation will be sent to the municipal clerk. Enrollees may be called several days prior to the scheduled date of their classes as a reminder of the date and time of class.

Cancellations: The tuition cost for a component will be refunded if the participant calls to cancel their class with at least 24 hours notice. No refunds will be given to those who do not cancel in advance.

Attendance: Participants who are more than 15 minutes late to class will to be admitted and will have to take the class at a later date to receive credit. Participants must remain for the entire class to receive credit. At the end of each class, participants will receive a class credit form which they must sign, complete and return to the instructor. Completion of this sheet will serve as credit for taking the class. It is the responsibility of the participant to complete this form.
